You're allowed to post on either, as this is an official event. If Streets is too crowded, post on Hardcore. So yeah, maybe best to keep it to Hardcore I think. But no big deal if somebody starts one elsewhere by accident.

Do hard core rules apply if we post there? Not sure about this RP potentially killing Pi on a dice roll.

Sidestory rules override hardcore rules (the rules say that there are exceptions for official events). In this instance, somebody could still kill Pi, but dice rolls shouldn't decide that anyway. We have two battle systems if you want to fight to the death, and if not, you can run. Though, this isn't a combat event, so I doubt many fights will break out.
