The sirens and Hebigumo are pretty synonymous right now IC, so yeah, it's common knowledge as far as vampires and other supernatural beings are concerned. Especially if the characters have had any role in previous chapters (such as the Underworld War) etc.
As far as proof goes, that part is a little trickier. If the idea were to try and expose the sirens in the Hebigumo Foundation to the public, it would take a lot of work, and there is no real guarantee for success, much the way it took a while to prove the existence of vampires on the whole. Though a plot of that nature would be pretty cool.
If you wanted something 'concrete' for characters to base their assumptions on, there are certain posts made by the admin such as this one that make the correlation. Otherwise, there's involvement in past chapters, past side stories, and then a host of circumstantial evidence that points to them being tied together.
In summary: Characters with any supernatural inclination (at all) probably know Hebigumo and the sirens are tied together.
The actual evidence for that is pretty sketchy, but that's because the sirens don't want to be exposed in that way.
