I think that's equivalent to planning threads. There's an
RP planning board where you can post a story outline and see if people would be interested in joining; they might then link to the CSs as described above/you might post your own.
Some people do planning threads on that board, but most of the time, if a thread is tagged 'open', you're free to jump right in. There might be an OOC note about a planning thread in certain open threads, though.
Is that what you're getting at?

sorry, a little OT, but, Doc, that stuff's awesome!
Back to topic, actually most players who RP actively, put their "Skellies" on their Character Sheets - take a look at Doc's, for example. You can basically just change the name to check out someone's sheet to get an idea about them.
And as Nix said, there are OOC planning threads for those that need it, where you can discuss plot points and ideas. and I've also seen Skellies here and there among those threads, though it's not really an established rule or anything. It's become more like part of the planning process. I will admit character skeletons are a good idea, or at least that posting the CS link in a planning thread...
Or, as I've noticed with a number of people, in their forum signatures!

Skellie thread? I like this word, I might have to adopt it and use it in a sentence a few times. I'd like to see how someone who is used to using skellies, uses them when planning RP. :) Could be an awesome learning curve.
I'm really in love with Doc's Wiki page. Lots of freaking women on it though. Dude needs to get man friends.
