I get the impression that most new characters that are started are ones that are new to the city. That land there on a bus, or whatever.
IT makes so much sense that he would be willing to help out that kind of crowd.
Hostels like that.. get known more by word of mouth than actual advertising.. so maybe a really happy customer makes a flier and posts in the places that crowd tend to follow.
I don't see Elliot advertising it.. because then its more like a 'business' to make money.. whereas, I see Elliot as the type to say, "Yea sure I got a beds up stairs make your self comfortable. Pay what you can afford.."
And thats how it gets known..

Opal can definitely come say hi. I meant it mainly for humans - those who get off buses and want their characters to be human a bit before finding sires, or whatever. A sort of bouncing off point for RP. Or whatever.
