Inactive accounts with karma that haven't logged on in 2x the threshold get sent to SR -- freeing the slot for the active sire.
Once the inactive childer returns they have to use karma to regain their slot under the sire (x karma) so that:
(1) the onus isn't on the sire to perform rituals and carry dead weight, and
(2) if the karma on the account is low, then eventually it will run out after enough inactivities, leading to deletion.

The inactivity purge is 6 months.
I think it is fair that if someone hasn't been active on grid for 12 months, that the sire gets to reclaim that childe slot and it be the returning player who has to sacrifice some of that karma to get out of the SR/back on the sire's childer list (provided the sire has no more free slots.)
It's particularly hard for sire roleplayers to build long lasting plots when people disappear for over a year and then rock up, often times without having completed a siring thread...
This rule might be a little less forgiving than what exists now, but if someone can sign up, facebook share once, and then disappear for 12+ months, I think it's fair for the people who do stick around to have a way of shedding the dead weight. (Yes, I realise how that sounds. I said what I said.)
This rule could encourage more cooperation between players: if someone has a big life commitment/change and intends to come back at some point, then they can leave their account in another player's care to be kept active (provided the sire's player is cool with putting stories on pause) and avoid any issues.
Being sent to the SR would mean the siring link, if left active, would be rendered inactive, keeping all these weird hard to explain generational plot jumps from happening, which limit creativity and making it really awkward when the middle person returns...
The only exception to this would be inactive childer with active childer.]
