It looks like an exit to me. It doesn't let you exit? I'll check the entry. I'm surprised it let you put one down on an exit.
ETA: Ah okay I see what you mean now.
As for the cop, it might just have turned up there. Not necessarily a caged NPC. But I did fix cops today.

Ah okay, so the sign says exit but it's not. Fixed now. I'll also stop it from happening again.
