I believe this is only when people use impact tags. Did you use "for peace" or similar?

If so, that would appear to be the problem.

It did this for me, too, and there was no tag. It was for Caligrace, in Official for Chapter Seven.

It shouldn't count, no. In which case I think the original bug has been fixed, and that's just a server issue. Probably too many SQL queries going through at once, or the server crapping out at some point.
