The turning ritual can be done by a newly turned vampire, yeah.

As far as newly turned vampires goes, I assume some of them could be near feral with hunger. Especially if they have Blood Frenzy or the Insatiable hunger curse(s).

I doubt they would get much, if any response. Especially from the Theodosian Mooncalfs.

Thoughts aren't memories, so I'm inclined to say no.

I would say memories of the nature you described would require permission from the other character's writer to use at all.

Read Memories: Read memories is limited to major events in the target's life, so it cannot be used to extrapolate passwords, words they might have said, or small deeds such as where they last walked or fed.
