The higher your tracking, the better the odds of hearing a guard and avoiding them :)
Speechcraft also helps in a B&E if you want to try talking your way around those guards. The higher the skill level in that one, the more options you get to pick from as what to have your thief say to the guards.
I think mechanics s/b at least at 10, as you have yours. As higher stealing allows higher level B&E's but picking the locked doors will fail more often w/o good mechanics as well. Alex is 20 in stealing w/ 15 in mechanics and does pretty darn good in B&E. :)

More tracking means you have a greater chance of finding out what direction the guards are coming from. For example: It will sometimes say something to the effect of "You hear a guard coming from the north!" A higher tracking score increases the chance of that happening.
I honestly have never put much (if any) stats into tracking or speechcraft on my thieves. But that's because A) The exp return on B&E tends to plummet after around level 30, so I like to start shoving as much into firearms as I can after I've got mechanics and stealing where I want them, so I can transition to both fighting NPCs and B&E at some point. B) Gadgets, in a lot of ways, are just as important or more important than stats. Really the things you need the most of are knock out bombs, smoke bombs, a false alarm, and noisemakers (though I've never been very good with those). Those and a Necklace of Occultation and you're set.

I could see tracking being handy until she got her hands on gadgets and the relic, but I have yet to decide whether she will become a tracker thereafter. I definitely don't see speechcraft or charisma working with Harlow; she's too uncouth for that. I rather her notoriety go up for shooting a few guards than make it took easy for her. That said, she has coward curse, and I don't know whether she'd be more inclined to talk her way out of it given that, rather than shoot. To be decided, I'll focus on the two primary attributes right now and see how it goes.
