Not entirely sure, but that isn't how I thought spy cams worked. As far as I know it reports the violation to the player who owns the cam. As in they get caught feeding, the spy cam then picks it up, owner of the spy cam is then notified.

It also raises the chance of getting caught.

Spy cams did raise the chance of getting caught, yes (if memory serves, at least). But that has changed now that the chapter is over. The reason is that the purpose of placing spy cams has changed. Originally they were called Crow Eyes, which made Crow more able to see things. Now they just pass that info to the spy cam owner, so they don't make it harder to feed.

As for the feeding, I don't believe anything has changed coding-wise. I've looked through the code a minute ago. Natasha can correct me if I'm forgetting about something.

Unless you guys are talking purely about the increased frequency of hunters? That did change.

Yeah for the hunters thing, I'm getting hit almost every night now. Kind of annoying... I really need to find a place for Vasik. ><

You'll get hit by hunters much more frequently if you've been seen by humans doing stuff recently. Also, the city alert level is kinda high right now, which also makes hunters and hostile humans much more likely to attack when you feed, even if you've got no notoriety amongst hunters right now.
